Larry,
	As a point of law, as we have already discussed, a state cannot make
a law that is not congruent with federal law. Federal law has already
addressed this issue and, even if a state has a different law, it is
unenforceable.

Yah, I don't think they can do that! I'll have to look at what Michigan has
