I've asked various grocery store chains over the years to order me a case of
produce bags. I think I've maybe used 3 cases over the years. 

There's also a company called Fedpack that sells a bag called a T-shirt bag
that's the perfect size and has handles. I just used the last of a 3000
count box of those I got several years ago. They even come in different
colors. I got the white ones but they come in pink, blue, yellow and I think
even black.

I expect you could get a grocer to order a case from your supplier.
