It's my understanding that, before the White Cane laws, a blind person out
on his own who, say, got hit by a car, was considered guilty of contributory
negligence simply because he didn't have a sighted person with him.
I think this actually still happens in the minds of police and the public,
but at least it's not legal anymore.
I also think that the White Cane laws say a driver must yield to a person
with a cane or guide dog.
