Hi Sarah,
Your school doesn't issue a head collar - a Halti or Gentle Leader?  these 
replace the old muzzles that schools used to issue years ago - way before 
ADA and many bus services demanded we have muzzles for our dogs.  I prefer 
Gentle Leader over Halti because the GL is more adjustable and the dog 
usually can't pull it off with its feet.  Both are sold at most pet supply 
places - stores or online.  PetSmart and PetCo sell them.  Most Labs will 
wear a size Medium.

People buy these to have better control over their dogs.  They work much 
like a halter on a horse - control of the animal's head.  We were taught how 
to put them on and use them for things like curbing unwanted socializing or 
snarfing stuff off the ground or floor. Ask your guide dog school about it. 
Did you go to Pilot?  If so, I'm wondering if they still have the built-in 
muzzle on the leash - actually part of the leash.  I saw a Pilot Dogs leash 
in the 1990s when my friends had dogs from there.

My harness pouch is sold at pet stores and called "Leash pouches".  They 
have two short Velcro bands for attaching the pouch to either the leash, 
harness handle, or backstrap. One end of the pouch has Velcro closure and 
the other end has an elastic hole for pulling out a poop bag. I don't know 
if GDUI still sells these or not.  In mine, I put Landon's head collar and 
some poop bags.

Wow, I've never seen a head collar.  I don't have one either.  I
didn't receive a harness pouch either.

When I first had landon and basically for the first year with
him, he would
go up to everyone and lick them or their hands - mostly in
crowds.  I solved
this problem by putting his head collar on him when I knew we
were going
into situations of crowds.  He still may do this occassionally
now but
nowhere like before.  I carry the head collar in his harness
pouch so I have
it at all times ready to pull out and put on him when needed.

I am glad to know that I am not alone.  I don't even like
boarding buses with my dog because he tries to drag me to greet
the driver.

Mitzi poodle does something like that, too, wanting to take me
over to
chat with folks, especially folks I know.  At first, this made me
crazy.
Then I realized that it's kinda nice to know when friends and
acquaintances are there to greet, since I want to greet them,
too.  /smile/

So basically, I just started toning her down by treating it like
any
other distraction, which is what you seem to be doing.  But now
we kinda
have a communication so I know she's pointing out a "friendly." I
can
tell by her little veer and dance, at least usually.  We're
working
through that little routine again, though, because of all the
visiting
in the retirement center and post acute care and all...  I don't
have the
heart to crack down on the residents about petting and all when
she's in
harness, since she's really good about getting back to work.  But
now
they are all our good, dear friends, apparently.  /lol/ I have no
idea of
my way around the new wing where my Dad just moved because of all
the
extra zigging and zagging we seem to do.  Some of it is going
around slow
moving folks with walkers and wheel chairs, but some is saying
hello to
people who must touch the dog...  Very confusing! But we're
getting our
new sctick down.

Anyway, it sounds like you're doing the right thing by just
treating it
as a distraction.  I wonder if that need to say hello to everyone
we know
is a poodle thing?
