So, I say, but nevertheless, I hope Florida throws the book at her, as it
sounds like she is out of compliance with her treatment plan, and it remains
to be seen whether or not the dog was traumatized by the experience.

"She (the clerk or customer or whoever she was) had the option to leave the
handler's vicinity"

It is possible that, because of her mental illness, this did not occur to
her.

Importance: High

She (the clerk or customer or whoever she was) had the option to leave the
handler's vicinity, so I hope she gets the book thrown at her because, when
one works in a public setting, all kinds of people will be in your vicinity,
so you have to deal or don't take a job in the public.

that is really sad. It could have really injured the dog or anyone around
that area.
