Who did you want to teach a lesson to, the boss or the handler? 
Also, why did you call the school v. dealing with the person directly? 
I don't agree with what she did, but I also don't agree with your approach
either.

Some years ago we had a grad  who use to tie her dog to poles and railings.
The first time the dog was tied to a railing and my friend spotted the young
dog and we went over to it. My friend checked the tags and said this is a
guide dog. We walked over to a few tents set up at this street fair to asked
if anyone knew who owned the dog. Finally the third tent we went to the
person said that is my guide dog. I said why is the dog tied up and so far
away from you. She was a massage therapist and her boss said in a snappy
tone we are watching her dog from here. I said no your not because you
didn't see my friend and I touching the dog. It was a cloudy day so at least
he wasn't in the hot sun . the dog had no water. I told the boss we could
have taken the dog and should have to teach her a lesson. He then went to
where the dog was tied up and brought it to there tent and tied it closer to
where she was. The second time was by a restaurant and the dog was tied to a
pole. The harness was on the dog. I was with a different friend and when she
saw the harness we went over to the dog and it was the same dog. I called
the school to report it . When the trainer questioned her she said someone
has it in for me. 
I wouldn't leave my pet dog tied outside let alone a guide dog. I don't feel
sorry for the man who went into the soup kitchen . He is very lucky to have
the dog returned and I hope it teaches him a lesson.
