Wow, this must be super frustrating for you. I'm working on the same
issue with my dog whenever we are in my college cafeteria. Viva has
never snagged anything off a table or shelf, but food on the ground is
hers. I've been using a gentle leader a lot with her and this is a
tremendous help as it gives me a better sense of where her head is and
I can guide her head away from food if she tries to go for it. Another
option is the EZ leash; it's similar to a gentle leader but the muzzle
piece is tighter than the gentle leader and it basically restricts the
dog from opening its mouth. Personally, I'm not particularly fond of
the EZ leash because it's too long and cumbersome, but I know it has
worked extremely well for handlers with really nosy dogs. If I don't
have a GL available, I just don't give her a lot of leash. I'm not
exactly sure about the leash corrections not working; maybe you can
progress to more severe corrections such as high collar or the
two-handed correction.
