Shepherds will work until they absolutely can not anymore so just because she still wants to doesn't necessarily mean she should. Or did I misunderstand the vet appointment and are you not sure if it's behavioral or physical? It is never easy. Take the time you need to make the decision and get a successor, but please be safe. If your dog is having vision problems it isn't safe for you guys to be out there and as someone else said it isn't one hundred percent up to the school. It is easier when they help you make the decision. Even when ricky stopped working I really just wanted the trainer to say, retire him. But he knew where he stood and we tried what we could and he subtly told me retirement may be inevitable but he never said this. The final decision is always the handlers. When noel's had tendinitis and no one could find it for three months my vet kept saying, oh she can still work. I decided no because I walk up and down at least one hundred steps a day and walk three miles. When she had a tumor the school leaned toward, this cancer could come back so keep that in mind. I kept her and we worked for three more years and to this day her cancer hasn't returned. What I'm trying to get at is that no one knows our situation and dogs better than we do.
