[nagdu] guide dog school rejecting application

I gather, from what some Pilot graduates have said, that Pilot usually
doesn't reject anyone's application. Instead, they give a test at the end
of training. If you pass, you go home with the dog, otherwise not.
The test is whether you and your dog can successfully get through a
particular route without any help from the trainer.
