I'd love to get involved in something like this.  I feel very 
strongly about it.  One problem I suppose is that each state and 
province has different laws, when it comes to state stuff.  In 
some states all dog issues are civil matters, which the police 
won't get involved with.  They shuffle it off to Animal Control 
or whatever, and the folks in Animal Control shuffle it back to 
the cops.  What a vicious circle.    Debby and NEENA
