Darla,

As far as I can tell, it's a marketing e-mail sales pitch for those 
kits, trying to convince people that there is such a thing as service 
dog registration. So it's somebody trying to make money off of service 
dog users, not service dog users themselves.

The market in such kits came about as a result of those program IDs 
people use to gain access, often while telling everyone in earshot that 
the ID and the harness mean their dog has to be let in the door. There 
is at least one program that trains other types of dogs that also issues 
an ID and has special vests which their grads tell everyone give the dog 
the right to come in the store. Sometimes reps from one or another of 
these programs will go about educating businesses to ask for ID and 
explaining that a dog must be wearing a special harness or vest to have 
the right to access. This makes those of us who come behind them grumpy 
and business owners grumpy because they believed it and nearly got their 
butts fined and sued. No fun!

Service dog users without those IDs would rather the users of program 
dogs would just quit showing theirs. Some will buy or make cards just to 
save themselves time and trouble, but many prefer to have the law 
followed and just learn self-advocacy. If service dog users who don't 
use special equipment buy vests and patches, it's in an effort to keep 
people from molesting their working dogs. Most know there is nothing 
there to do with the right to public access. Not all, and there is more 
misinformation floating around these days than truth, but most do know 
the law and their rights and responsibilities.

So the programs still give out IDs and tell people how to misuse them 
(or so it seems), and people still make money off of the whole thing. 
Also, education about the 2-question rule has to be done over and over 
because it keeps being undone. Out here, I am really glad I do not have 
to re-educate all the time after someone has done the bit with the 
program ID. Saves me tons of time! Although these articles that keep 
cropping up have given me practice in self-advocacy; I can tell it comes 
from one of the articles and almost which one by the wording I hear. 
Irritating, but so far I've just had to coach someone through the 
2-question rule and make sure her manager knew the right way and was 
giving proper education to staff. When she first asked if I had brought 
my papers, I didn't know she was talking to me. /lol/ Papers for the 
dog, really? And me without my briefcase! Wonder what it will be next?
