Perhaps what he meant is "They have already received training." However,
receiving training and actually understanding/following it are two very
different things.

The law presumes that employees are agents of the business;
therefore, if an employee acts in a way that is discriminatory, their
actions are the actions of the entity. Places of public accommodation are
required to train their employees on the legal standards they are expected
to follow. This should include education on rights and responsibilities of
service animal users. In this instance, Mr. Conigliaro asked me what I
wanted to happen and I told him I wanted their employees to be trained on
the rights and responsibilities of service animal users. He replied that
they were already adequately trained, something not readily apparent in this
encounter!

Places still have this happen because people work there. You'd be surprised
by the number of people who are uneducated about public access for
assistance dogs. It isn't part of the job training, so it still happens from
time to time. I don't blame the business unless a conversation with a
higher-up results in continued discrimination and/or a lack of sympathy to
the situation.
