They can, and if they do who cares? Running is his passion, he shouldn't have to give that up. He could also looking at getting a dog from a different country.

but while that can be listed as a preference, is it possible that the guide dog association can nix that idea and not provide a dog? Since there appears to be only one guide dog program in Sweden, would that be worrisome?

If running is something that you really need/want to do, make that very clear to the school "I must be able to run with my dog, or my dog will be left home while I run".
They may not like that but this is your life, not theirs.

Wow! Thanks guys for all your kind and useful answers. I'm absolutely asking as much as I can at the evaluation.
Since I'm new to guide-dogs I don't really know how this stuff works here in Sweden so I will have you posted as I learn.
In addition to all my other training I usually run at least 10 kilometers per week so it has to be just as convenient for my coming dog friend if it's going to work out running together.
Dan: there is many different ways to get involved in a Goalball club and I'm sure that there are teams in the Florida area that you could contact.
Let me know if you are interested and I'll find contacts for you.

I forgot to mention in my previous message that I use a different style of harness, which allows for free leg and shoulder movement. The front is shaped like the print letter Y. So there are two shoulder straps that angle down from the back strap and meet at the front of the dog. they are held in place by a martingale strap, which goes between the dog's front legs and threads through the girth strap.I also use wider straps, which spread out any pressure more evenly.
