I agree.  My advice is, if your dog tells you that she has to go, then that becomes the most important thing.  It is a great thing that she can wait and does not just go right there.  Most malls have some grass, or if your dog knows, she can go on concrete.  But it's really not fair to make her wait.  This is just one of those things that you have to do when you have a guide dog— sometimes, you have to interupt what you are doing, even if it's really important to take care of your dog.
