Darla,

It's my understanding that if the dog is trained to perform a specific
task(s) like alerting to triggers or leading the handler away from them or
doing something specific to interrupt an episode, then it is a service dog
and covered under the ADA. If it just makes the person with PTSD feel better
about things because it is a dog, then it is a comfort animal and not
covered under the ADA but covered as you say under the FHA and other laws
that include comfort animals.
