Marsha:

There's a signup process on the TSA website.  You fill out the application 
on there.  Then you have to make an appointment (or there are some walkins) 
at a local office where they verifty your identity and fingerprint you.  You 
also give them a payment of $85, which is non refundable if they reject your 
application.  I was fortunate that there is a local office not far from my 
home and my wife took me there on her day offr. (She has some weekdays off.) 
Not all airlines are part of the Precheck program, but most of the big ones 
are.  I fly Southwest a lot and had been randomly selected for Precheck a 
couple of times.  It made things move so much faster I decided it was worth 
an $85 roll of the dice.  I also knew I had nothing in my background that 
should make it a problem.

I used my passport as an ID, which was good because it made me notice my 
passport was about to expire.  So I renewed it a week later.  It was kind of 
a two for one.  <grin>
