And, they don't have to. 
Your sister may need to move off campus if she wants to do this. 
Also, puppies cause problems. That's what they do. If your sister approaches
from the angle of "and I will pay for whatever damage the puppy does", she
may be able to convince the college to let her do this. Still, the law is on
their side, not your sister's.

Hi all,

I was wondering if any of you have raised a puppy to be a service dog while
living in a college dorm. If so, have you encountered any opposition from
your school and how did you convince them that the puppy would not cause any
problems? I am asking because my sister wants to raise a guide dog puppy but
her school told her they don't allow puppies in training in the dorms.
