Hi Hannah, I could be very wrong in this, but I think it would be 
the same as Uber or any other private citizen who offers his/her 
car for riding purposes to the general public.  They are required 
to comply with ADA regulations.  Generally I don't tell hotels or 
BNB places that I have a dog guide.  Every time I have it has 
turned out that they would say no.  So now my practice is to not 
tell.  Of course that means that you might have to go with Plan
