Rebecca,
There are people who are sincere about what they are doing and want to
educate themselves on how to do it properly and effectively, so they
benefit all parties involved. Then there are people who only know that
they want something done, and will do it according to how they see
fit, and according to what is most convenient and profitable for them.
Education doesn't mean a thing to that second category of people, and
neither does the law. So if the law restricts pitbull ownership or
requires the damaging procedures of spay and neutering, then these
people won't care anyway. You can establish ordinances, laws, and
penalties, and these people will still do what they want to do. So
Breed discriminative legislation still will not solve the problem.
There are still pitbulls in areas that don't allow them.
