Thank you, Craig.  Maybe she was talking about people on the radio that was 
complaining about this and thought something should be done about us and our 
pooches.  Again, thanks for the research.

A google search reveals no such proposal.   California law is even tougher
than the ADA, allowing for citations and fines for businesses that refuse
access to service dogs.

And the new California law allows restaurants to permit pet dogs in outside
dining areas (but they don't have to). It does not affect accomodation for
service dogs. Federal and state laws still protect the right to bring a
servid3 dog into a restaurant -- inside or outside.
