Florida service animal law is federal law, just like in other states.
Some counties or even states grant greater protection to the disabled community and allow for puppy raisers or service dogs in training to have public access rights.
Some cities grant even greater protection and allow for ESA to have public access.

But I think you're referring to enforcement of the existing law?
People can get jail time, pay a fine or community service.
Florida does finally enforce the existing law since July.
I'm glad federal law is finally being enforced by states. CA has been doing it for years (technically).
