I see it as ableism.  It's discriminatory in the sense that able bodied 
folks think they can make arbitrary rules on the spur of the moment based on 
their notion that they are superior to disabled folks.    That's really the 
heart of it.  We can talk about allergies, fear, management, laws and on and 
on, but when push comes to shove the bottom line is that able bodied people 
think they are in a place of power and therefore able to make such 
assertions.  Until that attitude changes, we will go on having these 
discussions.
