Chris,
Is your girlfriend a student in the classroom or a teacher? The difference is whether the guidance is on Title I of the ADA or Title II or IIII. The basic rules remain the same and that is that allergies are generally not reasons to deny access to an individual accompanied by a service dog. As a point of fact, if a person with an allergy objects to the presence of the dog, it is generally the responsibility of the person with the allergy to resolve the issue, as a person with a disability is a member of a protected class and cannot be required to accept and aid, accommodation, service, or benefit that person wishes to refuse. If, however, the person with the allergy has an allergy so severe it rises to the level of a disability -something that is extremely rare (about .05%) - then another set of rules would need to be looked into.
