Lisa, I'm planning a trip to Ireland sometime in the next couple years.  A
search in Google for "bringing a guide dog into Ireland" turned up a lot
of useful information, including references to the EU Pet Passport.  The
dog has to be chipped.  It has to have a blood test for rabies from an
approved lab.  It has to be treated for ticks and tapeworm within 48 hours
of arriving in Ireland.  Other EU countries may have similar requirements,
or be more lenient.  Anyway, a search for EU Pet Passport should give you
a lot of useful info.
