	The challenge is that no matter what we default to, there is
ignorance among those charged with enforcing the law whether they are law
enforcement officers or state's attorneys. I worked with an issue in North
Carolina in which a guide dog user refused to offer identification and the
state attorney refused to prosecute because the state law had a requirement
that documentation be presented as a precondition of access. This is the
reason we need to work to make state laws congruent with federal
regulations.

Keep in mind, that these proposed changes are more restrictive than the
Federal law provides, so when we as handlers consider, we always default to
the least restrictive.
