[nagdu] guide dog and parents issue

Hi Julie, someone wrote that dogs should always be allowed to run 
free and have some off-leash time, because they have all this 
energy and need to run and play.  And I probably overreacted a 
little, but I could just see some first-time dog handler reading 
that and thinking, wow, I'm being cruel to my dog because I 
wouldn't want to not let him/her play.  Sorry for any confusion.
