Larry,

No, this isn't what a resolution does.  The guide dog schools are not 
operated by the NFB and we have no authority to change the way they operate. 
We do have the power to educate, communicate and ask that they change their 
policies. That is all a resolution does, is to guide the organization in 
it's efforts.

If the resolution had passed, schools would have to give you ownership of 
your dog after completion of your training! They couldn't take the dog 
without due process.

Hi, all.

I mean no disrespect here. I’m just seeking to understand the resolution 
better.

So, if it had passed, how would this have affected the schools? For example, 
if I chose to go to a school that did not grant immediate ownership, how 
would this resolution have helped me? My understanding is that the guide dog 
schools are independent entities. How does this resolution get them to 
change their policies?
