I know, but it should! Anyway, looking at scool contracts and basing your decisions on that should work. Now that people are aware that the problem exists and they also know what schools do give ownership maybe people will use there intelligence and figure out what they want!

Larry,

Much as I wish this were the case, it is not. Julie's interpretation is correct: a resolution is a guiding principle, and of course, the schools are free to ignore it as they choose. So in practical terms, it doesn't change anything except our emphasis and stated belief as an organization.
