[nagdu] resolution on ownership

Hello,
The vote of the State Affiliates was 31-20 with one affiliate obstaning.
This was not even close.
There for, if you bring it back again, you will only find the same result.
What I don't understand, is if you want ownership, go to one of the five schools that give ownership.
Even if this had passed, NAGDU and the NFB will never make schools give ownership, it is something that they will either do or not do.
