A big question is: do the puppy-raisers have a voice in school policy?
I don't know. I think regarding puppy-raising they should have a voice, but
regarding placement of dogs, ownership and so on in my opinion they should
have zero voice, though they can certainly express themselves on whatever
subject including that, it's after all a free country.

Now I loved interacting with some of my dog's puppy raisers,   but I would
hope that my decisions based on a dog and the school's decision based on a
dog would be kept separate from their desires at least as far as training is
concerned.

puppy raisers do in fact begin the basic guide training, I actually got the
chance to meet Lynerds puppy raiser, and she described what kind of training
she did before he returned to Leader for more evaluation and advanced
training, so, I think the puppy raisers should have a voice in the policy's
of the schools.
