[nagdu] Denied service and NAGDU app

If you are going to have an official interpretation or translation of material, from one language to another, you need to have it done by people certified to provide such translation. 
If NAGDU would like to be on the recort as having a professionally translated series of documents, they will need to hire certified professional translators.  I  hope that many of those can be federationists, though.
