I am a Guiding Eyes graduate.
Yes, there is a 2-year probationary period before ownership can be
transferred.
In order to file for ownership of your dog after 2 years, you must have
completed the annual Health and Work Report for both years.
Whether you own the dog or not, GEB retains ownership of the collar and
harness.
One of the provisions in the graduate contract is that you agree to complete
an annual Health and Work report. However, this provision of the agreement
is not enforced. It has been acknowledged by GEB staff that less than 40
percent of grads complete this annual report.
There's a GEB grad counsel member on the list, so hopefully she'll correct
me if that statistic is incorrect.
Technically, completing the Health and Work report is not mandatory outside
of ownership terms. I have had my dog for more than two years, and I have
not completed a Health and Work report. I also don't plan on fussing over
ownership. I am comfortable with the choice of school that I made, and I do
not fear that my dog will be taken away from me without GEB trying their
best to arrive at a workable solution.
