[nagdu] Leader Dog dog ownership policy

Julie, I agree with you and was only sharing the information.  I guess
they hope they can remove the dog that may be abused but not killed.
I am not sure of their thinking.  It is not a deciding factor for me
but I understand it can be for other people.
