[nagdu] Free running (was: Pickup The Poop)

Hello Leye-Shprintse, Lisa, and all. 
From what I understand, in Europe, much more attention and work is put into training a recall on guide dogs than is done here.  My first dog, from a program, had terrible recall, and the program just said to never let her off the leash, which was not acceptible to me. 
I also free run my dog, because I also work quite a bit on recall from the start.  Here in the states, the programs seem to exprect handlers to only let their dogs off the leash in a fenced area.
