Well, I'm probably tilting at windmills, but I wrote an email 
even though I don't live in California.  I have not received a 
response, nor do I expect to, but I think their attitude is very 
custodial, and it's just another way for California to make money 
and yes, maybe it is a way to try and get all Californians to go 
to California schools, mainly GDB.  They want to o "protect" 
blind and visually impaired guide dog users? From what? Those 
big, bad out of state schools? Give me a break.  I mentioned in 
my letter that they needed to stop dictating to the rest of the 
country.  My husband and I were snow birds in southern California 
for about eight years.  And I did need some follow up when we
