This wouldn't be an ADA issue, but a fair housing issue, if you're talking about renting an apartment. In any case, I would think, though I'm not a lawyer, that your chihuahua would count as your small dog (one dog), and your guide wouldn't count at all, being a medical necessity and not a pet.
