Tara,
This is a personal choice, like anything else.  Some dogs may be unable to handle it, just like some dogs can't handle concerts or other challenging areas.  
I have taken my dogs to zoos and they have been fine, but some dogs may be stressed by it.  
However, a person should have the option to decide for themselves and their situation, and not just have that decision removed out of hand due to baseless fears and lack of training and awareness.  
If I decide not to bring my dog to a zoo, it's because I believe it would not be in her best interest, not because someone told me I can't bring her.  
There are areas of zoos where caution should be used and where dogs should not go, like petting zoo areas and the berd areas.  
I'm glad NAGDU is training zoos how to make zoos a safe experience for everyone.
