You could be right -- but I would be careful about making and/or 
acting on that assumption.  As a parallel, we are very conscious 
today of the safety of our kids.  We basically don't let them out 
alone. There is the perception that they aren't safe, could get 
kidnapped or otherwise snatched etc.  However, from what I have read, 
it is actually safer for kids today then 10 or 25 or 50 years ago.

We have a very different media, and social media environment, so we 
hear about incidents.  I suspect it is the same for dog attacks.
