Even so, when the dog is tied down away from you control by you of your guide dog is lost. This is not a good idea.

Hey, everyone.  I got further info on this.  Another driver explained it better to me.  The tie down is not connected to the neck.  But, rather, it is connected some kind of a way to the harness.  I still have not seen how it works, and I  found out I have a choice to do this or not.  It is not a requirement.

There is no way I would tether my dog by his collar in a moving vehicle because if the vehicle stop quickly he could break his neck.
