[nagdu] guide dogs wearing working coats

I'm not sure why a guide dog would need to wear a coat that says it's
working.  The harness ought to be enough.

I was wondering do guide dogs have to wear a coat which says that they are
working?  I am a guide dog user with my second dog.  I have not used a coat
on either one of my dogs.  Thanks for your help.
