What I was trying to say earlier is that in addition to it being 
discriminatory to Deanna, it is also discriminating against her mother, 
because of her association with Deanna.

Here's my take FWIW:

Could they deny you access if you used crutches or a walker? Could they
say you can't come on board because of some other device that assists in
your disability? That to me would be disability-based discrimination.

I think the same would apply to you being denied access because you have
a vision aid (i.e., a guide dog).  So the guide dog is representative of
your disability. If they would give you access without your disability,
to deny you access because of your disability (in the form of your
vision aid/guide dog) is illegal discrimination.

But I'm not a lawyer, so take that into consideration.
