Well Buddy, I have seen people who are really inept in handling they're
service dogs and can't control them either!

The way to distinguish "fake" ones from "real" ones is training. Behavior is
a good start there. Personally, I couldn't give two craps whether a dog is
"fake" or "real" if it isn't disruptive and isn't bothering me and my dog,
or anyone else for that matter. Florida seems to be on the right track here,
punishing the *people* who are doing the faking, not the ones who are
actually doing what they're supposed to be doing.
