Sonja,

	Unfortunately, service animal training programs have very little
understanding of the laws that protect the civil rights of their consumers;
we are the best advocates for our civil rights. By deferring to the training
programs, we only further elevate their false sense of authority over our
lives. It is far better to educate the individual so as to empower them to
act as their own advocate, as this will likely not be the last time their
civil rights are compromised by those who are ignorant of the law in spite
of their need to know better!

She can just sent the citation to the guide dog school and have them do some
education.
Also in apartment buildings - the dog is allowed wherever the other renters
are allowed.
The citation is black flies and air and completely nonsense.
Based on that citation, the guide dog school can actually cite the apartment
complex.
I'd have them handle it.
