Many places that serve food do not allow pets in their establishment because some health departments might take issue with it.

Maybe I'm missing something, but how is it relevant that the store is a grocery store, with a food counter, etc? I think Buddy said it it exactly right ...

Pretty simply, businesses can allow dogs if they want. If the store owner 
doesn't have a problem with pet dogs in his store, I'm really not sure what 
the problem is?
