Julie lives in a small Nebraska town. First off,, it isn't that easy to get a job in a small, Nebraska town. With this in mind, I wouldn't go to the Health Department about this issue over the bos. I don't know how many dogs go in the store, but I am not sure it would be worth losing your job over. If I were Julie, and I were the person using a guide, which Julie is, I think I would discuss the whole issue with the boss, including the kinds of issues such policies can create for service/guide dog users.

I'd have your son talk to the health department and see what their rules are for pets. He handled the situation well. I'm imaging the deli food is prepared in the back so a pet wouldn't be anywhere near the prep area.
I'd also begin looking for a new job, if his boss isgoing to throw him under the bus coupled with "we need all the customers we can get" he probably won't be in business very long.
Your son will have good interview storiessounds like he handled the situation well

Story time! This one comes from my son, who is lead cashier at a small grocery store. Part of his job is monitoring who comes and goes from the store and ensuring everything is on the up and up.

A lady enters with her small dog. My son asks, “is that a service dog?” The lady replies in the negative. My son informs her she will have to take the dog out. She gets upset and says she’s never been denied access and she will have to speak to the manager. My son has zero problem getting the owner.

The owner comes up and my son fills him in on the situation. The owner asks the lady if it’s a service dog. It still isn’t. So the owner tells her to take it out and her family can continue on with the shopping. She leaves in a huff.

Then the truly horrible part. The owner tells my son not to tell people they can’t come in the store because they need all the customers they can get.

So what do you do?

Thoughts, ideas, commentary?
