The only kind of no pull harnesses I have seen has a ring on the front of 
the chest strap.  You attach the leash there and when the dog pulls, it will 
swing them around sideways, making it so they can't pull.  I can't think of 
any way you could attach a handle to that type of harness.  Even if you 
could, it would defeat the purpose of the harness.  As soon as you would 
attach the handle on both sides of the dog, you would eliminate the no pull 
effect.  A handle by definition makes it so the dog can pull.  The no pull 
harness only works because there is only the one attachment point for the 
leash.  Pulling twists the dog sideways, which would also be a disaster when 
guiding.

The short version is that your vet tech lady doesn't understand how guide 
dogs work.  She seems dense on a couple other points too, but maybe she was 
short on sleep or coffee or something?  If it were me, I'd just ask for a 
different person next time I went or a different place if that was possible. 
And sometimes you just have to graciously accept that some folks are 
annoying! *smile*

I don't remember the name of it.
She said the dog would slow down walking with the pull in front.
Not on the neck. I couldn't use the school harness.
I didn't see it.
I was concerned on behalf of the handle.
The length and such.
I am teaching her how to not pull so hard.
