Hi, Elise.  There's probably not much you can do as the areas you mentioned 
are usually always covered by a collar or harness.  All of my dogs have had 
collar hair, for lack of a better word.  It flattens out after a good 
brushing, but the hairs get moved around as the collar moves on your dog, 
even if you don't give any corrections.  Same for the back area covered by 
the harness.

I'm sure your girl looks wonderful even with her unruly hair.  <grin>
