Sure, but a lot of businesses aren't even aware of this. I wouldn't probably
evaluate it, and maybe what the woman said wasn't quite accurate either, but
you are right, The bottom line, the dog isn't under its handler's control.

It might be.  If the lady's anxiety is to the level to be considered a
disability and if the dog has been individually trained to assist her, then
yes, it's a service animal.

Here's the thing though, it doesn't matter if it is a service dog or not.
The dog is not within her control.  It is interfering with the normal flow
of business.  It's behavior is clear grounds for asking her to remove the
dog.

We don't need to evaluate every person and dog team we meet and decide
whether or not the person actually has a disability.  We don't need to be
intrusive about what the dog does.  We don't need to see the dog performing
disability related tasks.  If the dog is acting a mess, then it goes.  End
of story.
