Yes, when it is a private home the person has the right to refuse to have
the dog in the home. I worked in people's homes for 8 years and most people
were okay with my dog. When it was an issue I would leave my dog in the car
with my driver. Most of my drivers loved my dogs and wold take them on
walks. I always asked when I scheduled the first appointment.

I also ask if the folks are ok with guide dogs.
I've done assessments on kids a few times at their homes and honestly I just
don't take my dog with me.  
A colleague took their dog to a home once and rabbits were in a fenced area
on the property and his dog got sick from just being around it.
So because of that I take my cane.  A sighted person always drives me anyway
so I do ok.
That's just how I do it.
