[NAGDU] doctor information

One of the persons I speak with was sharing that the air lines wishes 
we get a statement from the doctor on behalf of why you take the dog with you.
Is this in effect at this time where I would get the paper on my visit?
Or is this just something that is being worked on in the future.

If we really would have to carry something like this, I would like the 
card laminated.
Then I would have it all of the time.
